The forum wants to offer a perennial structuring framework to operators (training centers, schools, enterprises) to enable them to establish first rate transnational partnerships to promote mobility: a market-like place where sending and receiving organizations can meet and where resources as well as useful tools, more particularly on legal, educational and organizational issues, are available. This “market” will take place under the care of Regions so as to maximize its legitimacy and its chances to perpetuate itself.
